Abbigayle Cutts, 45, has been issued a fine and a 12-month community order after urinating in public twice within 17 months in Cheltenham. Despite the severity of the incidents, magistrates considered her complex emotional and psychological needs when determining her sentence.
The latest offence occurred on October 17, last year, outside the Regent Arcade shopping centre. According to court proceedings, Cutts began causing a disturbance inside the Ernest Jones shop and was asked to leave. Once outside, she threw cans at passersby, made inappropriate gestures, and urinated openly in the street. She also assaulted a woman by pushing her and spitting on her before police intervened.
Cutts admitted to charges of outraging public decency and assault. Her defence counsel highlighted her heightened anxiety during the incident and noted that she has limited recollection of the events. He emphasized her need for additional support and acknowledged that she understood her behaviour was unacceptable.

This was not Cutts' first offence of this nature. In March 2024, she was convicted after she urinated in the middle of Cheltenham’s High Street near Primark. At that time, she denied intentional wrongdoing, suggesting she might have been sleepwalking, but was still fined and placed under a community order.
In addition to a £239 fine, this sentencing includes a 12-month mental health treatment requirement and up to 10 days of rehabilitation activity. Magistrates warned Cutts that failure to comply with these conditions could result in imprisonment. During the hearing on June 26, Cutts requested that her fine be deducted from her Personal Independence Payment (PIP) benefit, a matter the court agreed to review.
Previously, two years ago, Cutts had been fined £307 and sentenced to a community order after unlawfully claiming over £7,500 in benefits while employed full-time.
