Woman Fined After Repeat Public Urination and Aggressive Behavior in Cheltenham

Abbigayle Cutts, 45, has been fined and placed under a community order after urinating publicly in Cheltenham on two separate occasions within 17 months. Despite the potential for up to six months in jail, magistrates considered her complex emotional and psychological needs when handing down the sentence.

On June 26, the court issued a 12-month community order alongside a £239 fine. During sentencing, Cutts requested that the fine be deducted from her Personal Independence Payment (PIP) benefits, a request magistrates agreed to review.

This latest episode follows a prior conviction in 2024 for a similar offence. Previously, Cutts had also been fined £307 and subjected to a community order for unlawfully claiming more than £7,500 in benefits while employed full-time.

The first incident occurred on March 4, 2024, when Cutts was caught urinating in the middle of Cheltenham’s High Street, near Primark. Although she claimed to have been sleepwalking, the court found her guilty of outraging public decency. She was fined £85 and given a two-day community order.

The repeat offence happened on October 17 last year, outside the Regent Arcade shopping centre. During this incident, Cutts shouted in the Ernest Jones shop, demanding to see her sister. After being asked to leave, she threw cans at passersby and made offensive gestures in Ormond Place. Then, she lowered her trousers and urinated publicly in view of several people.

Prosecutor Sue Gethin detailed that Cutts also shoved a woman in the chest and spat on her before being arrested. Cutts pleaded guilty to outraging public decency and assault.

Her lawyer, David Brown, emphasized her complex psychological state and anxiety during the offence, stating that Cutts had limited memory of the event. He noted that she recognizes the inappropriateness of her actions and is seeking support.

Alongside the community order and fine, magistrates mandated a 12-month mental health treatment program and up to 10 days of rehabilitation activity. They warned Cutts that failure to comply could result in imprisonment, urging her to cooperate fully with probation services.
