The Driver and Vehicle Standards Agency (DVSA) has announced important changes affecting learner drivers in the UK, effective from June 9. These adjustments primarily impact how learner drivers can modify their car driving test bookings, with some potentially needing to cancel and rebook their tests.
According to an update published on the GOV.UK website on May 12, starting spring 2026, learners will be allowed only two changes to an existing driving test booking. This limit applies exclusively to car driving tests and does not affect other test types.
Importantly, if a learner exhausts their two permitted changes and still needs to adjust their test appointment, they must cancel their current test and book a new one. When canceling at least 10 full working days in advance, learners will receive a full refund.

The DVSA advises learners to use their allowed changes judiciously and only when circumstances genuinely change. Not every modification counts as one of these changes. For example, updating address or contact details, adding or removing an instructor’s reference number, or adjustments required by DVSA due to unforeseen circumstances like bad weather, do not count toward the change limit.
If multiple changes are made simultaneously, such as changing both the test date and the test centre, it will be considered a single change.
From June 9, learners will face restrictions on where they can move their test to if changing the test centre and must follow the new rules regardless of when the test was originally booked. The new rules apply based on where the test is booked as of June 9, 2026, not the initial booking date.
Only the learner driver themselves can manage changes or cancellations, and they must confirm their identity and agree to specific terms and conditions when making any modifications.
These updates require learners to stay informed and plan their tests carefully to avoid unnecessary cancellations and delays.
