Tributes Paid to Beloved Former Gloucester Council Officers Greg Maw and Theresa Morello

Gloucester City Council recently held a heartfelt minute’s silence in memory of two cherished former officers: Greg Maw, the council’s former Chief Financial Officer, and Theresa Morello, a longtime civic officer.

At the meeting on November 20, Mayor Ashley Bowkett (LD, Barnwood) led the tributes, recalling Mr. Maw’s exemplary dedication and professionalism in his role as head of finance and resources. “Greg was a pivotal figure who supported colleagues across the council with integrity, expertise, and calm leadership,” the Mayor said. Beyond his work, he was admired for his kindness, humor, and passion for wildlife and conservation. “His legacy of service and friendship will not be forgotten. Our thoughts remain with his family during this difficult time.”

Mayor Bowkett also expressed sadness over the passing of Theresa Morello, who served as a civic officer and secretary to Gloucester’s successive mayors. “Theresa was known for her kindness, professionalism, and unwavering commitment to this council and to our city.”

Conservative group leader Stephanie Chambers (C, Quedgeley Fieldcourt), who worked closely with Mr. Maw, described him as a “lovely character” and a kind soul with profound knowledge of his role. She fondly recalled attending his memorial and hearing many stories about his life, balancing stressful responsibilities with a smile, and cherishing time with his family. “I’ll keep his example close and hope others do too — to live fully and meaningfully.”

Labour group leader Terry Pullen (L, Moreland) fondly remembered Maw as “one of the good guys,” praising his talent for simplifying complex financial matters. “He was genuinely caring, always asking about my well-being even while facing his own health challenges,” he reflected.

Deputy Leader Declan Wilson (LD, Hucclecote) noted that Greg Maw had guided the council through challenging times and that his absence leaves a significant void.

Councillor Andrew Gravells (C, Abbeydale) echoed these sentiments and paid tribute to Theresa Morello’s exceptional commitment. “She was perfectly suited for her role, always prepared with the right words for anyone, no matter their status or background. She even served as PA to then Chief Executive Richard Shackleton, skillfully smoothing tensions when needed. We have lost two great friends who cared deeply for this council and its members.”

Councillor Pam Tracey (C, Westgate) warmly remembered Theresa Morello’s dedication and attention to detail. “Theresa made sure everything was perfect for our services — from hats to gloves — and ensured the mayors followed protocol. She was kind, meticulous, and beloved by all. We are all thinking of her and wishing her peace.”
