The Municipal Offices fell silent today, May 12, as Cheltenham Borough Council paid heartfelt tribute to Malcolm Stennett, a respected former councillor who passed away on March 28 at the age of 86. Known for his honesty and decency, Malcolm served as a councillor for Prestbury from 2000 until 2021, leaving a lasting impact on the community.
Mayor David Willingham (LD, St Peters) opened the annual council meeting by inviting members to share their memories and observe a minute’s silence in Malcolm’s honor. Council leader Rowena Hay (LD, Oakley), reflecting on her time working alongside him, described Malcolm as a “very decent and honest man.”
Cllr Hay attended Malcolm’s funeral on April 28 at Cheltenham Crematorium, recalling it as “a very nice, pleasant celebration of a life well lived with community at the heart.” She noted Malcolm’s long-standing commitment to Prestbury and his recognition as an honorary alderman. He was also well-known around Pittville Park, often seen accompanied by his wife and beloved dogs.

Former colleague Councillor Stan Smith (People Against Bureaucracy, Prestbury) shared personal memories, recalling their work together at Dowty engineering. “Malcolm was always a gentleman, someone you could talk to and receive sensible, straightforward answers without any quibble. He earned great respect from many people.”
Cllr Smith also recounted a poignant moment on the day of Malcolm’s passing. “There were two ambulances, a quick response car, and three police cars outside his house. The first medic asked, ‘How’s the dog?’ – a testament to Malcolm’s deep affection for his four-legged friends.”
The council chamber joined in a minute’s silence following these tributes, honoring Malcolm’s legacy. Cllr Hay also extended condolences to honorary freeman Les Bonney, who recently lost his wife Beryl, expressing the council’s sympathies to him and his family.
