Bourton-on-the-Water, the charming Cotswolds village often dubbed the ‘Venice of the Cotswolds,’ is under growing pressure as tourism surges beyond what its infrastructure can support. While visitors flock year-round, many locals argue that this influx harms more than helps the community.
Bourton Residents Voice (BRV), a group formed last September to address overtourism, has voiced strong concerns. Chairperson Charlotte Joynes highlighted the challenges residents face as the village becomes overcrowded. “Only a small percentage of businesses in Bourton cater to tourists, while the rest struggle with constant traffic and disruption to day-to-day life,” she said.
Joynes also pointed out a noticeable shift in visitor behavior. Many tourists now avoid spending in local pubs, cafes, and shops, opting instead to park free on residential streets and bring their own picnics to eat on the village green. This pattern burdens residents with litter cleanup and traffic congestion without boosting the local economy.

“Previously, day-trippers happily supported the village economy, but now the majority contribute little or nothing,” added Joynes. The heavy crowding also creates serious issues for elderly residents attempting to navigate narrow paths with mobility aids and hampers essential services like district nursing, as traffic jams slow down their visits.
While some local business owners argue that tourism revenue sustains them through the off-season, BRV insists that unregulated visitor numbers are detrimental overall. The village’s narrow streets and limited parking simply cannot accommodate such large crowds, leading to mounting frustration among residents.
In response, Gloucestershire County Council has launched a public consultation beginning Monday, July 13, to gather feedback on future management plans. Initiatives under review include parking policies, coach services, and pedestrian flow improvements. This engagement involves collaboration with Bourton-on-the-Water Parish Council and Cotswold District Council, aiming to balance the needs of residents, businesses, and visitors alike.
As Bourton-on-the-Water grapples with the challenges of maintaining its charm amid rising visitor volume, local voices call for thoughtful solutions to protect the village’s character and quality of life.
