Suspect Floored by Gloucestershire Officer Amidst Misconduct Ruling

A Gloucestershire police officer involved in pushing a suspect to the floor and using inappropriate language during custody has retained his position despite a panel ruling his conduct as gross misconduct.

Sgt Thomas Coombs was found to have employed “disproportionate” force when handling a detainee in January 2024. The incident involved Sgt Coombs shoving a man in the chest moments after his arrival at a custody unit, causing the man to fall and hit his head. During the incident, Sgt Coombs also swore at the suspect and showed ongoing disrespect as the detainee was restrained and searched.

The arrested individual filed a complaint, and concerns about Sgt Coombs' behavior were also raised by two officers who had transported the man. This prompted an investigation by Gloucestershire Constabulary’s Professional Standards Department (PSD).

Although the detainee did not further engage with investigators, the PSD collected sufficient evidence to hold a hearing. While Sgt Coombs defended his actions, claiming he believed the force was necessary due to a perceived threat of violence and inadequate management of the detainee by other officers, the panel found his belief was mistaken. They determined that his use of force was unnecessary and excessive.

The disciplinary panel concluded that Sgt Coombs breached professional standards relating to discreditable conduct, use of force, and authority, respect, and courtesy. As a result, he received a final written warning, which will remain on his record for three years.

Deputy Chief Constable Katy Barrow-Grint emphasized the importance of proportionality when using force, stating, “Police officers can use force if it is necessary and proportionate to ensure their own and others’ safety. In this instance, Sgt Coombs’ response was disproportionate.” She added that all individuals, regardless of circumstances, must be treated with dignity and respect, underscoring the significant breach of standards in this case.
