Tewkesbury councillors have declined planning permission for a field in Bishop’s Cleeve, which has been inhabited by Travellers since May. Despite a High Court injunction forbidding its use, around a dozen mobile and static homes have been established in the Green Belt field off Kayte Lane. The unpermitted developments include hardstanding, washing lines, and portaloos.
The Gypsy/Traveller group’s planning application to change the site’s use was rejected, supported by objections from nearby residents. Concerns included the creation of a blind exit on the country road and unauthorized development in protected countryside. The council’s planning committee also deemed the camp “inappropriate” for the Green Belt, citing safety issues, impact on the rural landscape, and lack of safe access.
Following the decision, the council plans to enforce the High Court injunction, leading to the removal of fencing, CCTV cameras, and other structures erected since May. The occupation of the field underscores the high demand for Gypsy/Traveller campsites in the county. The applicants argue that there is a need for suitable alternatives to roadside existence, emphasizing the challenges faced by family groups and their children.
