Plans to establish temporary caravan villages for volunteers and contractors at the Royal International Air Tattoo (RIAT) have received formal approval. The Royal Air Force Charitable Trust Enterprises secured permission to use agricultural land near Fairford for caravan sites operating up to 28 days annually.
The designated locations include the northeastern Cutlers Hill site, set to accommodate up to 100 caravans primarily for volunteers, and the southwestern Horcott Hill site, which will host up to 50 caravans for contractors. Both sites will utilize existing vehicle access points from Horcott Road.
Emma Wellman, Operations Director for RIAT, addressed the Cotswold District Council planning committee, noting that no public or consultee objections were raised. The proposal required committee review due to the site exceeding one hectare in size.

Emphasizing RIAT’s global stature as one of the largest military air shows, she highlighted its lasting presence at RAF Fairford since 1985 and the substantial economic benefits it brings to the local community. Profits from the event support a charity focused on STEM education, benefiting 10,000 schoolchildren who attend the air show annually.
RIAT also fosters valuable opportunities for UK industry by hosting international delegations and defense engagements led by the RAF Chief of the Air Staff and organizers. The event’s success depends heavily on around 1,400 volunteers, including aviation enthusiasts and active military personnel, alongside essential contractors.
While most of the camp’s footprint falls under permitted development rights, planning permission was required for the temporary placement of caravan pitches—a requirement confirmed last year.
Councillor Daryl Corps proposed the approval in line with officer recommendations, seconded by Councillor Julia Judd, and the committee voted unanimously to grant permission.
It is important to note that this year’s RIAT event has been canceled due to the ongoing conflict in the Middle East and resulting uncertainty over access to RAF Fairford, which is currently being used by the United States Air Force.
