Revitalizing a Derelict Historic Bedsit into Luxury Apartments in Cheltenham

A long-neglected former house of multiple occupancy at 24 High Street in Cheltenham is poised for a dramatic transformation. Situated next to the celebrated Sandford Park Alehouse, this Grade II listed building, which dates back to the early 19th century, has suffered years of neglect, including extensive water damage and structural decay. Now, a new planning application proposes converting the dilapidated structure into four luxurious apartments, promising to breathe new life into this historic site.

The building’s condition has been severely impacted by water leakage from a damaged gutter, leading to rotting chipboard floors and deteriorated plasterboard and skirting. Emergency repairs including scaffolding have been installed to stabilize the property, but a comprehensive redevelopment plan is essential to restore its former glory while preserving its heritage significance.

Architectural firm PSK Architect, acting for applicants Shaun Reed and David Mlynski, has outlined restoration proposals that include merging the compromised front and rear rooms on the ground floor to create a spacious apartment. The basement is set to be adapted with new partitions to form a shower room alongside a flexible space suitable for use as either a gym or an office.

On the first floor, similarly extensive repairs are planned. One front room, currently hazardous due to floor damage, will be refurbished, and a new fireplace area incorporated into what will become the second apartment. The conversion will also create a third and fourth apartment on this level, thereby making full use of the building’s three-storey layout including the basement.

The planning application underscores a commitment to sensitive restoration. It states, “The proposals for the alterations from a house of multiple occupation into four luxury apartments will bring the vacant building back into use, supporting the long-term conservation of this heritage asset.” The renovations aim to repair damage with minimal disruption to the building’s original fabric and plan form, maintaining the aesthetic and historical integrity that contributes to its listed status.

Furthermore, the redevelopment will enhance the character of the surrounding conservation area with only minor, if any, impact on the building’s heritage value. The project is anticipated to rejuvenate the streetscape and contribute positively to the local community, boosting vitality and appearance in this prominent location.

The Sandford Park Alehouse adjacent to the property provides a vibrant backdrop to this redevelopment. Having been honoured as Cheltenham’s CAMRA Pub of the Year in 2023 and National Pub of the Year in 2015, the pub is renowned for its excellent beer garden, wide selection of ales, and warm hospitality. Its recent accolades and strong reputation add further appeal to the area, complementing the residential upgrade proposed.

With the planned restoration and conversion, this once-neglected historic bedsit stands to become a distinguished feature of Cheltenham’s High Street once again, blending heritage with modern luxury living.
