Residents who were evacuated following the disruption caused by a suspected terror plot near RAF Fairford have now been permitted to return to their homes. In the early hours of Sunday, 27 September, five men were arrested in Whelford under suspicion of offences related to the Explosives Act, as well as on suspicion of preparing a terrorist act, contrary to section 5 of the Terrorism Act. All five suspects have since been released on bail.
A police cordon remains established around three vehicles connected to the investigation. As a precautionary measure, approximately 85 households were asked to evacuate the area, and a nearby leisure centre was opened to accommodate those unable to stay with friends or family.
Gloucestershire Police have confirmed that while the cordon is still in place, residents may now safely return to their properties. Multiple agencies have collaborated closely during the last 48 hours, with police expressing gratitude for the public’s support.

Temporary Chief Constable Maggie Blyth of Gloucestershire Police said: “I would like to express my sincere thanks to the Whelford community for their continued support and cooperation during this unprecedented period. I recognise the anxiety and uncertainty this event has caused, not only locally but across the wider Cotswolds area. Please be assured that we are doing everything possible to restore normality swiftly.”
She added: “We appreciate the sacrifices residents have made to assist with the ongoing investigation into this incident. Counter Terrorism Policing is leading the inquiry. While we understand that there are many questions, we must refrain from speculation to maintain the integrity of the investigation and ensure wider security.
“Our once quiet and peaceful communities have been thrust into the international spotlight over the past two days. There have been media reports questioning our response; however, I want to reassure the public that we have acted promptly and appropriately to all information received. The public remains our vital eyes and ears, and we deeply value all information provided to us. Your vigilance and cooperation are essential in safeguarding everyone living and working in Gloucestershire and across the country.”
Jane Portman, Chief Executive of Cotswold District Council, conveyed her appreciation: “I would like to thank everyone involved in supporting our community during this challenging time, especially the residents for their patience and cooperation. Our council teams, Cirencester Leisure Centre staff, police, and partner agencies have worked tirelessly to ensure those affected are safe and supported, including caring for pets left at home.
“It has been heartening to observe residents supporting one another at the rest centre during this unsettling time. I am proud of our community’s solidarity and grateful to all those who have contributed. We will continue to provide assistance to residents as long as needed.”
Deputy Chief Fire Officer Nathaniel Hooton added: “Our crews have worked closely with the police and partner agencies throughout this incident. I would like to personally thank the local community for their support and understanding during this time. Situations of this nature demand extensive emergency resources and can disrupt nearby residents; therefore, we appreciate the cooperation shown, particularly regarding safety measures allowing officers to perform their duties effectively.
