A proposal has been put forward to transform an unused office block and historic house in the center of Gloucester into 67 self-contained flats and a 36-bed hotel. The Beaufort House, once the headquarters of Ecclesiastical Insurance, is the focal point of the redevelopment envisioned by Ahmet Gayretli.
Two distinct planning applications have been presented to the Gloucester City Council, aiming to repurpose the historical house into a hotel and convert the four-storey purpose-built 1970s office extension into residential flats.
Although no exterior modifications are planned, the internal layout would be revamped to accommodate the proposed changes. The lower ground floor is intended for hotel office space, storage, and a plant room, along with a kitchen and two dining rooms for patrons. The upper ground floor or first floor level would host the hotel reception, a lounge, bar area, and ten bedrooms. The second floor is slated for 14 bedrooms, including a family suite, while the third floor is designated for 12 rooms.

Furthermore, the redevelopment plan includes an outdoor seating terrace at the rear of the building, to be accessed via the main dining room. The site is expected to provide parking for seven guests and four staff members, as well as two Sheffield cycle parking stands.
Consultants involved in the project have asserted the appropriateness of the change in use to establish a hotel at the outskirts of the city center. The plan for self-contained flats encompasses a mix of one and two-bedroom units, with some of the latter designed for up to three occupants.
According to the planning documents submitted to the council, the proposal is envisioned to preserve and enhance the grade II listed building through the retention of the historic layout and removal of unsympathetic partitions and internal accretions, thus leading to an optimal viable use.
Interested parties have the opportunity to comment on the flats proposal until May 7 by searching for application 25/00283/PRIOR on the council’s online planning portal. The deadline for comments on the hotel plans is May 15, with the application identified as 25/00328/FUL.
