Plans for Major £45m Regeneration of Gloucester’s Podsmead Estate Rejected

Plans for a £45 million “once-in-a-generation” regeneration project aimed at revitalising the deprived Podsmead Estate in Gloucester have been rejected by city planners. Gloucester City Homes, the developers behind the scheme, voiced their profound disappointment following the decision.

The proposed redevelopment on Masefield Avenue included 172 new social homes, upgraded public spaces, and new commercial units to serve the community. However, at a city council meeting on July 1, the scheme was denied approval amid several concerns.

Key issues raised by planners included the loss of 4.7 acres of public open space and insufficient financial contributions toward local education and library services. Additionally, officers described the proposal as a “scaled-down” version of the regeneration initially envisioned and noted it fell short of the council’s parking requirements.

Councillors expressed worries that the new development would exacerbate parking problems in the area. The design of the apartment blocks also attracted criticism, with some comparing the buildings unfavorably to military barracks or prisons.

A spokesperson for Gloucester City Homes stated, “We are hugely disappointed by Gloucester City Council’s decision not to support the regeneration of Podsmead – a once-in-a-generation opportunity to transform an area that has faced decades of underinvestment.”

They added that the proposal had been developed over eight years in close partnership with the council and local residents, reflecting the community’s diverse needs and aspirations. The rejected project represented a £45 million investment that Gloucester City Homes had hoped would breathe new life into the estate.

Despite this setback, the developer remains committed to improving housing across the county. Plans are progressing for three new affordable housing schemes in Twyning and Whitminster, with work expected to begin shortly.
