Permanent Pergola Installation Planned for Iconic Cheltenham Restaurant This Summer

Work is set to begin this summer to install a sleek, white metal pergola with a retractable roof outside Julian Dunkerton’s renowned restaurant, Number 131, located on Cheltenham’s Promenade. This development follows the recent use of temporary tents during the Cheltenham Festival to accommodate increased patronage.

The temporary white marquees, originally installed in October 2020 to facilitate outdoor dining during the pandemic, have sparked controversy. They replaced traditional parasols and were intended as short-term solutions. However, even after COVID-19 restrictions eased, proposals to maintain these marquees for an additional two years outside the grade II* listed buildings at 131 and 133 Promenade were rejected by the Borough Council in November 2022. This decision was upheld by a planning inspector in summer 2023, leading to enforcement actions currently under appeal.

Despite approval granted in February last year for a permanent, more visually appealing pergola, concerns remain in the community. Cheltenham Civic Society Chairman Andrew Booton expressed unease over the continued presence of what critics call “tatty tents,” emphasizing the importance of preserving the appearance of the conservation area and its historic buildings.

Booton stated, “The tents were permitted only as a short-term measure, and their ongoing use places commercial benefit ahead of the Conservation Area’s character. With consent already granted for a permanent structure, Lucky Onion should now proceed with removing the tents and completing the new build, reflecting their responsibility to the area’s heritage and long-term success.”

A representative from Number 131 confirmed the commitment to replace the temporary marquees with the approved pergola. While original plans anticipated construction beginning in January, various logistical and planning challenges have delayed the start. To manage the surge in visitors during race week, additional temporary tents have been erected, providing necessary weather cover and facilities such as extra toilets. These tents will be removed following the festival.

Regarding the permanent pergola, the spokesperson noted, “We are currently concluding the tender process and expect construction to commence in June. We remain dedicated to progressing the new structure and will maintain communication with relevant authorities.”

Cheltenham Borough Council continues to monitor the enforcement notice appeal related to the unauthorised tents at 131 Promenade. The council has stated that no further enforcement action can be taken until the appeal is resolved.
