Several individuals have been banned from entering specific parts of Gloucestershire following court orders addressing a range of offences. These restrictions, imposed through Anti-Social Behaviour Injunctions (ASBIs) and Sexual Harm Prevention Orders, aim to safeguard local communities from harmful or threatening conduct.
One of the individuals impacted is Victor Valentine, 29, from St Pauls in Cheltenham. Despite no sexual offence convictions, he was issued with a five-year Sexual Harm Prevention Order by Cheltenham Magistrates' Court on 24 August. Valentine, described as a self-proclaimed misogynist and a member of an online incel group, has a history of unprovoked violence towards women in public. The order prohibits him from using internet-enabled devices without police notification and restricts him from entering female-only spaces such as public toilets and changing rooms.
Nathan Hayward, 34, received an 11-month ASBI in July banning him from Warwick Place and Grove Street in Cheltenham. Granted at Gloucester County Court, the injunction follows multiple complaints about his abusive and threatening behaviour. Hayward must not cause alarm, harassment, or distress to anyone in Cheltenham or Gloucester and is barred from using or threatening violence within Gloucestershire until 3 July 2027. Breaching these conditions may result in arrest.

Marika Badzova has been prohibited from entering any businesses affiliated with the City Safe scheme across Gloucestershire after repeatedly engaging in racial abuse, intimidation, shoplifting, and assaults. Gloucester City Council emphasised that while support is offered to individuals with complex lifestyles, enforcement action is taken when such behaviour continues unchecked. The injunction aims to ensure residents and visitors can feel safe from abusive conduct.
Jimmy Doran, 25, was given an ASBI on 3 September after police received numerous complaints about him exploiting elderly and vulnerable people in Cheltenham. The court order bans him from specific addresses and forbids any conduct causing alarm, harassment, or distress. He is also barred from using or threatening violence against any person in Gloucestershire.
Matthew Lewis, 48, of no fixed abode, has also been served with an ASBI lasting until 13 August 2027. Following incidents of anti-social behaviour and violence in Gloucester - which caused fear among residents of various housing providers - the court prohibited Lewis from engaging in further disruptive conduct, with an attached power of arrest.
Kevin Joyce, 32, from Court Farm Close in Pamington, Tewkesbury, received an injunction on 27 August banning him from contacting two individuals and entering certain areas including Tewkesbury town centre, Priors Park, and Walton Cardiff. The order, extending until 16 July 2027, comes after a series of violent incidents, including one involving a sledgehammer assault. The injunction restricts any behaviour likely to cause alarm or threaten violence within the specified locales.
PC Emily Fagan highlighted that Joyce’s increasing concerning actions necessitated the injunction to improve residents’ quality of life and protect vulnerable community members.
These legal actions demonstrate Gloucestershire’s commitment to protecting its communities by taking firm measures against those whose behaviour threatens public safety and wellbeing.
