‘Overwhelmed’ Cotswold Village Sees Residents Losing Access Amid Tourist Surge

Bourton-on-the-Water, a charming village in the Cotswolds often called the “Venice of the Cotswolds,” is facing a crisis as an overwhelming influx of tourists — approximately 300,000 annually — threatens the daily lives of its 4,000 residents. A recent survey conducted by the resident-led group Bourton Residents’ Voice reveals that the tourism boom is causing substantial strain on public spaces, community spirit, and overall quality of life.

The survey, completed by over 200 residents (around six percent of the village’s adult population), paints a stark picture: 94.6% believe there are too many visitors, with 90.8% reporting a negative impact on their quality of life. Traffic and parking management came under strong criticism, with 92.6% of respondents stating it is ineffective. Furthermore, 82% feel that the village’s sense of community has deteriorated, and nearly half say they feel less connected to their neighbors than in previous years.

Bourton Residents’ Voice highlights that during peak periods, the village no longer functions as a balanced community. Residents describe losing access to public spaces, concerns over safety, and an increasing sense that the village infrastructure caters more to tourists than to those who call Bourton home.

The survey provides a clear mandate for action: residents strongly support measures such as improved traffic and parking controls, stricter regulation of coach access, protection of community spaces, and enhanced enforcement of local rules. Importantly, the group stresses that they are not against tourism — Bourton has a long history of welcoming visitors — but they urgently call for a sustainable balance that preserves the village as a livable home.

A spokesperson for Bourton Residents’ Voice said, “What many residents have felt for years is now confirmed by this survey: the situation is widespread and worsening. Bourton is not just a destination—it is a community. And right now, that community is being pushed aside. We are asking to restore balance, so Bourton remains a place people live in, not just visit.”

In response, Gloucestershire County Council member for public health, communities, and fire cabinet, Paul Hodgkinson, acknowledged the concerns and confirmed that the council is taking steps to address the issues. “The survey results underline the strong feelings residents have about visitor numbers. While tourism benefits the economy, we must listen and respond to the challenges it brings. The council is launching a new initiative, including an upcoming April workshop with stakeholders to tackle parking and traffic problems comprehensively. We aim to deliver practical solutions that improve daily life for residents impacted by tourism.”

As Bourton grapples with balancing its appeal as a beloved travel destination and preserving its community fabric, this survey reflects a community united in seeking sustainable change.
