A distressing incident has come to light in the Cotswold village of Bourton-on-the-Water, known for its picturesque streets and increasing visitor numbers. On Monday, 24 August, a photograph circulated on social media, appearing to show a man publicly defecating near the junction of Letch Lane and Victoria Street during daylight hours.
Residents reported that the individual left faeces and a significant amount of toilet paper in a nearby bush, prompting complaints to both the Cotswold District Council (CDC) and local police. The event has caused considerable upset among locals already concerned about the pressures of overtourism.
County Councillor Paul Hodgkinson (Liberal Democrat, Bourton-on-the-Water and Northleach) confirmed he had referred the matter to the district council’s environmental health team. He stated, “It is shocking! Residents are right to be really angry about this happening in their streets. Although identifying the individual from the photograph is challenging, the community’s frustration is understandable given the impact increasing visitor numbers have on the village.”

Councillor Len Wilkins (Conservative, Bourton Vale) also expressed concern, noting such behaviour by visitors is “unacceptable” yet “not uncommon.” Reflecting on past incidents, he recounted witnessing a similar episode last year by a footpath near the tennis club and mentioned other instances of public urination in the area. He suggested the idea of producing a guide for visitors outlining appropriate behaviour while visiting Bourton-on-the-Water.
The police have commented that identifying the individual involved was not possible from the photograph and therefore they have not pursued further investigation. They also noted that such incidents may not always constitute a police matter, with consideration given to context such as location and any possible medical or mental health circumstances.
The district council declined to comment, citing the involvement of police.
This episode highlights the challenges faced by popular tourist destinations in balancing visitor demand with preserving community standards and public decency.
