Ofsted inspectors have commended Gloucester Road Primary School in Cheltenham for its calm, nurturing atmosphere where pupils feel safe and are encouraged to thrive. The primary school, which serves 207 children aged 3 to 11, has successfully maintained the outstanding standards noted during its last inspection, according to the February report.
The inspection highlighted the school’s commitment to considering each pupil’s individual needs and praised its guiding vision: ‘be confident, love learning and respect for all people.’ Pupils are described as happy, safe, proud of their school, and regular attendees.
High expectations for both academic success and behaviour underpin the school’s approach. Inspectors noted the school’s aspiration that every child experiences achievement, observing that pupils are eager to learn and generally perform well.

Positive behaviour, rooted in the values of relationships, ambition, and responsibility, was a standout feature. The school’s consistent behaviour system helps pupils develop tolerance, empathy, and conflict resolution skills. Staff were particularly commended for effectively supporting pupils experiencing emotional challenges, helping them quickly re-engage with their learning.
The curriculum received praise for being ambitious and thoughtfully sequenced. Inspectors cited the clear identification of essential knowledge, skills, and vocabulary across subjects. For example, pupils’ understanding of geography includes explaining how heavy rain can cause flooding differently from coastal flooding.
Nevertheless, the report acknowledged areas requiring development. Specifically, leaders recognize the need to improve pupils’ long-term recall of learning from term to year. Some pupils currently struggle to retain knowledge over time, potentially limiting deeper understanding.
In response to a dip in national results for writing and multiplication tables in 2024, the school has acted promptly. Evidence shows rapid improvement in current pupils’ progress in mathematics and English, although further work is planned to build confidence in writing across subjects.
Reading emerged as a significant strength. From Nursery onwards, children begin their reading journey supported by skilled staff who teach phonics and carefully match books to pupils’ abilities. Those needing additional help quickly gain skills to become fluent readers.
Inclusion was another highlight. Collaboration with external professionals ensures pupils with special educational needs and disabilities receive tailored support and adaptations, guaranteeing equal opportunities for all to build a broad knowledge base.
Personal development also stands out as a school strength. Pupils appreciate the welcoming, diverse culture, with initiatives such as ‘young interpreters’ supporting new arrivals and pupil leadership roles—like governors and eco ambassadors—fostering responsibility. Children confidently discuss modern British values, including democracy and mutual respect.
The school enriches learning with a variety of clubs, trips, and residentials. Children understand the benefits of fitness and healthy lifestyles, enjoying active play and lunchtime sports.
Staff well-being is carefully considered, with leadership described as supportive and attentive to workload. Staff express pride in being part of the school ‘family’ and value efforts to help them excel professionally.
The report concluded that safeguarding procedures are effective, reaffirming Gloucester Road Primary School’s commitment to providing a safe and inclusive environment where children love learning.
