Ricky Phelps, 57, of no fixed address, has been served with an Anti-Social Behaviour Injunction (ASBI) after repeatedly threatening staff at Gloucestershire Royal Hospital. The injunction was granted at Cheltenham and Gloucester County Court after Solace, a multi-agency team comprising Gloucestershire Constabulary and local council officers, initiated proceedings due to his persistent abusive and anti-social conduct in Gloucester.
The court heard reports that Phelps not only targeted hospital staff but also members of the public and shop employees within the city. As a result, the injunction explicitly forbids him from attending Gloucestershire Royal Hospital and prohibits any behaviour that threatens violence or causes distress in Gloucester.
Issued on Monday, 21 September, the civil injunction will remain in force until 4pm on 10 September 2027. Breaching the order will lead to Phelps being arrested. Members of the public who witness any violation of the injunction are urged to contact the police by calling 101 or by submitting a report online via the Gloucestershire Police website.
