The Elms Park development near Cheltenham has received unanimous approval as a vital project that will deliver 4,000 much-needed homes to the area. Covering more than 530 acres of land north of the A4019 near Uckington and close to junction 10 of the M5, the scheme represents one of the largest developments ever approved by the Tewkesbury and Cheltenham borough councils.
After years of close collaboration between council planners and the Elms Park Consortium—led by housebuilders Bloor Homes and Persimmon—the outline plans have now been greenlit. The consortium will develop the site in phases over the next two decades, ensuring that the project meets the high standards set by both boroughs.
Councillors Mike Collins (LD, Benhall, the Reddings and Fiddler’s Green) and Sarah Hands (LD, Innsworth), who lead planning for Cheltenham Borough and Tewkesbury Borough Council, welcomed the approval. They emphasized the development’s importance, noting that the project was a key strategic allocation within the Gloucester, Cheltenham, and Tewkesbury Joint Core Strategy (JCS).

This strategic initiative is expected to not only address pressing housing and employment demands but also enhance community life by incorporating new community facilities and commercial floorspace. The councils also highlighted the project’s commitment to environmental sensitivity, promising to preserve and improve significant green spaces and biodiversity within the area.
The approval was granted following thorough debate and detailed consideration at planning meetings held on May 29, 2025, marking a crucial milestone for the future growth and prosperity of Cheltenham and Tewkesbury.
