Plans have been unveiled for a significant new development on the outskirts of Cheltenham, featuring 1,700 homes and a substantial park-and-ride facility. Bloor Homes is currently seeking public feedback on the Willowbrook project, located near Junction 10 of the M5 in Uckington.
This ambitious plan aims to create a sustainable £1 billion gateway for Northwest Cheltenham, situated on land north of Tewkesbury Road. The development represents a major long-term investment in the region and is positioned as a natural extension to the existing community.
Willowbrook is set to include a variety of high-quality housing options, a dedicated business park, and major infrastructure upgrades. A key aspect of the project is its alignment with the upcoming improvements to M5 Junction 10, ensuring that transportation and access will be enhanced to support the new community.

Unlike the nearby Elms Park development, Willowbrook is uniquely poised to address urgent housing and employment needs within the Tewkesbury Borough area. The first phase involves the submission of an outline planning application for up to 1,700 homes, including affordable housing components.
A notable feature of the proposal is a new 350-space park-and-ride facility designed to alleviate traffic congestion on the A4019 Tewkesbury Road. Additional aspects of the development will include community facilities and green space to support a balanced and sustainable neighbourhood.
Jonathan Bryan, Planning Manager for Bloor Homes, commented: “Willowbrook is about more than just building homes; it’s about establishing a distinctive and sustainable gateway to Northwest Cheltenham. Progressing with this development now also provides the necessary justification and momentum for the vital upgrades at M5 Junction 10.
“This site has long been earmarked for development, and our plans ensure that critical infrastructure is delivered in a coordinated manner that benefits both new residents and the existing community.
“Bloor Homes is committed to engaging transparently with local residents, business owners, and stakeholders. We encourage everyone to review the masterplan and share their views via our dedicated digital consultation platform.”
The online consultation is open until March 6, 2026. Residents can access plans and submit feedback through the project’s consultation website.
