M5 Junction 10 Upgrade Approved to Unlock Thousands of Homes and Jobs in Gloucestershire

Gloucestershire leaders have welcomed the Government’s approval of the M5 Junction 10 Improvements Scheme—a pivotal development set to bring major transport and economic benefits to the region. With work slated to begin in spring 2026 and conclude by 2028, this project marks a transformative step forward for the county.

The scheme will feature a new all-movements junction at Junction 10, providing full access on and off the motorway in every direction. Key components include a new link road connecting the A4019 to the B4634 in west Cheltenham, widening of the A4019 Tewkesbury Road, as well as new active travel amenities and flood mitigation initiatives.

These infrastructure improvements are designed to unlock planned housing and job growth in west and north Cheltenham. Developers benefiting from these enhancements will contribute to the project costs, ensuring a collaborative approach to regional development. Additionally, the upgraded junction will increase capacity and improve connectivity, strengthening the road network for the future.

Cllr. Lisa Spivey, Leader of Gloucestershire County Council, hailed the scheme as a “landmark moment” and emphasized its vital role in the county’s growth: “This scheme not only opens the door to thousands of new homes and jobs, but it also alleviates congestion and improves safety. We’re thrilled the Secretary of State recognises its significance, and we are eager to finalise developer contributions and advance the delivery of this essential infrastructure.”

Funded through the UK Government’s Housing Infrastructure Fund and supported by developer contributions, the project is led by Gloucestershire County Council in partnership with National Highways and other stakeholders. Rebecca Marshall, Senior Project Manager at National Highways, highlighted the benefits: “This upgrade will create safer, smoother journeys, reduce travel times, and unlock vital housing and business opportunities. We look forward to collaborating closely with the council as construction preparations begin.”

Residents can expect public information events to be announced this summer. Initial preparatory works will commence soon to facilitate the start of construction in spring 2026, with the full project completed by 2028.
