Victoria Atherstone of the Liberal Democrats has secured a decisive victory in the St Marks’ and St Peter’s county council by-election in Cheltenham, capturing 44% of the vote. Atherstone received 1,607 votes, substantially ahead of Reform UK candidate Warwick Ross, who garnered 822 votes. Green Party candidate Bowie Johnstone followed closely with 735 votes.
Other contenders included Conservative Risha Santilal with 345 votes, Labour’s Julie Farmer tallying 158 votes, and Billy Jones of the Trade Unionist and Socialist Coalition receiving 15 votes.
A seasoned member of the Cheltenham Borough Council, Cllr Atherstone fills the vacancy left by current Mayor David Willingham, who recently stepped down from Gloucestershire County Council. The Liberal Democrats praised Cllr Willingham for his dedicated service to the community.

This election outcome reflects growing support for the Liberal Democrats' vision focused on enhancing local services, fostering safer communities, driving environmental initiatives, and promoting a council that listens actively to its residents.
Expressing her gratitude, Cllr Atherstone emphasized her commitment to the area. “Having served Cheltenham for many years, I understand the importance of visible, accessible, and hardworking councillors who prioritize local challenges. I’m eager to join the county team, engage with residents, and advocate for Gloucestershire’s priorities."
Lisa Spivey, Shire Hall leader and fellow Liberal Democrat, welcomed the result, highlighting it as a sign that residents endorse their party’s focus on tangible improvements—ranging from better roads and public transport to protecting essential services and representing community interests at Shire Hall.
Following the by-election, Gloucestershire County Council now comprises 27 Liberal Democrats, 10 Reform UK members, 9 Greens, 6 Conservatives, 2 Independents, and 1 Labour councillor.
