Housing Block Undergoes £1.8m Upgrade with Major Improvements for 57 Flats

A major refurbishment is underway at Nouncells Cross, the largest housing block in Stroud, Gloucestershire, with a £1.8 million investment from Stroud District Council aimed at upgrading 57 flats. Alongside these improvements, 14 properties on Bisley Old Road are also set to benefit from the comprehensive work.

The project, which started in September, is expected to be completed within 12 months. It includes a range of enhancements such as new roofs, replacement windows, upgraded extractor fans, and modern door entry systems. Residents will also benefit from better lighting, safer steps, new flooring, resurfaced footpaths and car parks, as well as the installation of CCTV to bolster security. Communal areas will be refreshed too, with redecorated stairwells and corridors, new fencing for the community garden, and upgraded bin stores and drying areas designed to lower energy costs.

The refurbishment plans have been shaped with significant input from residents to ensure the upgrades meet their needs. The project is being designed by architects Quattro and delivered by MD Group, which has prior experience on similar council regeneration initiatives like those at Park Road and Park Parade in Stonehouse.

Of the properties involved, Stroud District Council owns 58, while 13 are privately owned by leaseholders. Cllr Gary Luff, Chair of the Council’s Housing Committee, emphasized the importance of the investment, stating that the improvements align with the Council Plan’s commitment to providing quality, safe, and fit-for-purpose homes that enhance residents’ well-being.

Additionally, these upgrades are aimed at increasing energy efficiency across the homes, reducing carbon emissions, and supporting the council’s efforts to address the climate emergency. Cllr Natalie Rothwell-Warn, district councillor for Stroud Slade, highlighted how resident feedback has been integral in crafting the project and stressed the positive impacts the improvements will have on safety, comfort, and energy savings.
