The vacant upper deck at Gloucester Quays is poised for a vibrant transformation into a unique leisure destination blending the thrill of a theme park with the challenge of a climbing wall. Gloucester Quays LLP has received the green light from Gloucester City Council to repurpose the 1,256 sqm area, originally planned for outlet retail, into an active leisure space.
The operator likely to occupy this space is Clip ‘n Climb UK, a well-established climbing leisure provider known for its family-friendly climbing challenges. The new facility will feature diverse climbing obstacles, soft play zones, and a café, creating an engaging environment for visitors of all ages.
Importantly, the development will not expand the existing floorspace, ensuring the outlet’s total retail area of up to 20,000 sqm remains intact. This initiative complements the original planning vision, which welcomed leisure activities alongside retail. Planning permission granted on May 9 permits the use of the existing outlet area for indoor sports, recreation, and fitness, with construction to commence within three years.

Consultants highlighted the positive economic impact of activating this currently underutilized city centre space. The introduction of leisure facilities is expected to boost foot traffic, increase dwell time, and enhance business for local shops and cafés. In addition, the creation of new jobs will primarily benefit the local community, fostering greater employment opportunities in Gloucester.
Access improvements have already been made, including the installation of two escalators linking the ground floor directly to the upper deck, making the new leisure area easily accessible. No changes to the multi-storey car park or external modifications requiring planning approval are planned.
Clip ‘n Climb UK brings nearly two decades of experience entertaining children, families, and corporate groups with their vibrant, “theme park meets climbing wall” concept. Operating in over 50 countries with more than 360 venues worldwide, their centres attract repeat visitors eager to engage with colorful and unique climbing challenges. This expansion at Gloucester Quays promises to rejuvenate the space and enrich the city’s leisure landscape.
