A new six-storey residential building featuring 141 flats is proposed to fill a significant gap in the ongoing regeneration of Gloucester Docks. The development, described as the “missing piece” in revitalizing the area, is being put forward by the Canal and River Trust in partnership with developer bloc.
Located at West Quay, between Llanthony Road and Severn Road, the project aims to offer a mix of one- and two-bedroom apartments designated for rental. The plan also includes the refurbishment of an existing warehouse into a multi-use community space featuring amenities such as a gym, games area, parcel storage, and a reception area.
To accommodate the new homes, two older industrial buildings will be demolished; these structures have been assessed and found to lack architectural or heritage significance and are not part of the docks’ historic building stock.

Architects behind the proposal emphasize the importance of restoring the warehouse, stating, “Refurbishment will preserve this historic structure, ensuring its survival through appropriate repairs and sustainable reuse.” Currently dilapidated, the warehouse’s restoration will complement the new development and contribute to the overall preservation of the docks’ heritage.
The new flats will include private amenity spaces for some residents, along with a larger, accessible plaza overlooking the dry dock basin and the wider historic docks area. This public space will be shielded from noise and road traffic by the new building, providing a tranquil environment for residents and visitors.
Community feedback on the proposals is invited until February 18. Gloucester City Council planners are expected to review the application by April 29. Interested residents can view full details by searching application number 25/01157/FUL on the council’s planning portal.
