Frustration is growing among local residents and officials over the ongoing delays in opening major road improvements near the Hunts Grove housing development on the outskirts of Gloucester. The new A38 flyover, southbound B4008 slip road, and access roundabout remain closed months after the completion of junction works last year, limiting access and causing concern for commuters.
These upgrades were designed to support thousands of new homes being developed close to junction 12 of the M5 at Quedgeley. However, despite the infrastructure reportedly being ready, officials and developers have yet to reach an agreement to open these vital links.
Conservative councillor Stephen Davies, representing the Hardwick and Severn area, raised the issue at Gloucestershire County Council’s meeting on June 24. He criticized highways officers for providing misleading information, stating that despite claims of close collaboration with the developer, Crest Nicholson, progress remains stalled due to unresolved disputes.

“The roundabout has been ready since December with the traffic lights installed, yet it remains unused because of a lack of agreement,” Cllr Davies explained. “While engineering reports from Crest confirm the bridge’s safety, Gloucestershire County Council disputes this, preventing any resolution. Both parties need to clarify their responsibilities to move forward.”
Cllr Davies also expressed frustration at the lack of communication, noting he had yet to receive a response to his emailed inquiries. He called for a personal meeting involving himself, the developers, and highways officials to break the deadlock and ensure collaborative progress.
Highways cabinet member Mark Harris responded affirmatively, agreeing to arrange and attend such a meeting to address the issues.
Crest Nicholson issued a statement reaffirming their commitment to completing the works promptly. They welcomed the opportunity to meet with councillors and council officers to resolve outstanding concerns and facilitate the opening of the flyover, slip road, and roundabout.
“Following the successful completion of the A38 junction works last year, we remain dedicated to advancing the flyover, B4008 slip road, and access roundabout as soon as possible,” the statement read. “We look forward to working with Gloucestershire County Council to overcome any remaining obstacles.”
