Former Gloucestershire Police Student Officer Sentenced to 17 Years for Rape and Sexual Assault

Craig Winston, a 36-year-old former student officer with Gloucestershire Police, has been sentenced to 17 years in prison after being convicted of multiple sexual offences, including two counts of rape and sexual assault. The offences were committed against two women who were asleep and unable to consent.

Following a thorough investigation by Gloucestershire Constabulary’s Criminal Investigation Department, Winston was found guilty last December at Shrewsbury Crown Court of four offences against one woman—two counts of rape, causing a female to engage in non-penetrative sexual activity, and controlling and coercive behavior—and one count of sexual assault by penetration involving another woman. The offences took place while Winston was off-duty, but during his probationary period after joining the police force in January 2022.

Judge Anthony Lowe handed down the sentence on February 6, ordering Winston to serve at least two-thirds of his prison term before being eligible for release. Additionally, a 20-year restraining order was imposed to protect the victims.

Testimony during the trial revealed that Winston had researched online materials about sexually assaulting drugged or unconscious victims and had an evident interest in degrading and punishing women through sexual abuse. One survivor bravely described Winston as a “selfish, twisted, depraved bully,” recalling how he threatened her to stay silent by leveraging his role in law enforcement.

The survivor’s statement was supported by the other victim’s powerful words, expressing relief that the legal process was over and a hopeful path forward. Their courage in coming forward was praised by Detective Sergeant Ed Garlick, who noted the challenges victims face when reporting abuse, especially when the perpetrator holds a position of authority.

Winston was immediately suspended upon the allegations surfacing in October 2022 and resigned in February 2023. The case was referred to the Independent Office for Police Conduct but was ultimately investigated and prosecuted by Gloucestershire Police and the Crown Prosecution Service.

Deputy Chief Constable Katy Barrow-Grint expressed shock at Winston’s offences and emphasized that there is no place within policing for individuals like him. Misconduct proceedings have been initiated to ensure Winston’s name is added to the police barred list.

Senior Crown Prosecutor Gemma Kneebone highlighted the importance of the victims’ testimony in securing the conviction and thanked them for their bravery.
