Former EDF Offices in Gloucester Set for Redevelopment into Homes and Business Hub

Plans are underway to transform EDF’s former offices on Barnett Way in Gloucester’s Barnwood area into a vibrant mixed-use development featuring up to 300 new homes alongside office, industrial, and warehouse spaces.

Following EDF’s relocation to Gloucester Business Park in 2021, the French state-owned energy company has initiated discussions with Gloucester City Council to explore the site’s redevelopment. Recently, EDF sought a screening opinion from the council to determine whether an environmental statement would be required for the project.

The upcoming outline planning application will reserve all matters except for the main access points, with detailed proposals currently being refined. Key elements of the redevelopment include demolition of the existing structures, site preparation works, new road infrastructure, and sustainable urban drainage systems to manage environmental impact.

The residential component is expected to comprise a mix of houses and flats, offering much-needed housing for Gloucester. Employment spaces will total approximately 107,639 square feet, supporting offices, industrial units, and warehouses. Complementary amenities will include public open spaces, play areas, leisure facilities, and designated ecological mitigation zones.

EDF’s consultants highlight ongoing collaboration with the City Council since the company’s relocation decision. The council’s pre-application advice, received in May 2025, supports the redevelopment as a means to breathe new life into an underutilized site while meeting Gloucester’s housing and commercial needs. Careful consideration is being given to preserving locally important heritage assets such as the Coach House, Stables, bowling green, tennis courts, and arboretum.

A commitment to community engagement is central to EDF’s approach, with plans to involve local residents and stakeholders in shaping the final proposal before its formal submission to the council.
