Elms Park: Outline Plans for Over 4,100 Homes Submitted Near Cheltenham

An outline planning application has been submitted to Tewkesbury Borough Council for a major development at Elms Park, located off Tewkesbury Road near Uckington (postcode GL51 9RR). The proposals include up to 4,115 new homes, alongside employment land, educational facilities, a hotel, mixed-use centres, green infrastructure, a transport hub, and new road accesses from Tewkesbury Road and Manor Road.

The application (reference 16/02000/OUT) is accompanied by an Environmental Statement and its supporting documents. Revised plans and an updated description of the development have recently been provided, reflecting the scale and scope of the project.

Members of the public can view the full application, including plans and the Environmental Statement, at the Public Services Centre on Gloucester Road in Tewkesbury (GL20 5TT) during regular office hours (Monday to Thursday, 8:30am to 5pm; Friday, 8:30am to 4pm). Representations on the proposal can be submitted until 18 October 2026. These can be sent in writing to the council at the Public Services Centre, submitted online via Tewkesbury Borough Council’s planning portal, or emailed to the development applications team, quoting the reference number 16/02000/OUT. All representations will be published on the council’s website to ensure transparency.

Residents and businesses are encouraged to raise any concerns or comments related to material planning issues such as transport and highway capacity, the design and phasing of the development, environmental impacts, community facilities, infrastructure provision, affordable housing, and flood risk management.
