Elms Park Development to Bring Thousands of Homes and Green Spaces Near Cheltenham

The proposed Elms Park development, situated near Swindon Village on the outskirts of Cheltenham, is set to bring major changes to the area. With plans for 4,115 homes, three schools, and a business park, the project covers over 160 acres of publicly-owned land. The development, initially suggested in 2016, is awaiting final approval from both Cheltenham Borough Council and Tewkesbury Borough Council.

The extensive land, spanning between Swindon Village, Elmstone Hardwicke, Uckington, and the A4019 Tewkesbury Road, falls under the jurisdictions of both councils. The development proposal, submitted by Bloor Homes and Persimmon, outlines housing, schools, a business park, and a neighborhood center, which may encompass retail, leisure, community, healthcare facilities, and a transport hub.

The urban extension planning application for Elms Park, encompassing 163 acres of Gloucestershire County Council land, is anticipated to be finalized by the end of the year. Cabinet member Lynden Stowe (C, Campden-Vale) mentioned that the surplus land, declared in 2013, will be utilized for the development. Notably, the council intends to retain 279 acres to establish new woodlands, meadows, wetlands, orchards, and hedgerows, as outlined in their rural estate management plan.

Stowe emphasized the significance of the site for housing supply and highlighted the preservation of 279 acres to enrich the natural environment. The focus on biodiversity and the avoidance of floodplain development underscore the commitment to environmental enhancement. The specifics of the land sale remain confidential at present, as negotiations are ongoing under the approval of the Cabinet.

The Elms Park development is anticipated to span over a decade for its completion, marking a significant milestone in the region’s urban expansion.
