Elderly Gloucester Neighbour Banned to End Years of Anti-Social Behaviour

Mansel Marshall, 78, has been evicted from his basement flat on Wellington Street in Gloucester following years of relentless anti-social behaviour that disrupted his neighbours’ peace. Despite multiple court orders, including a partial closure in 2022 and an injunction in 2024, the disruptive incidents persisted, causing significant distress to local residents.

Neighbours described a troubling environment marked by shouting, swearing, fighting, frequent visitors, and drug-related activity. One resident shared, “We hear shouting at night, people asking for drugs, and even see drug use on bins. It’s blatant, and we don’t feel safe going out.” The ongoing disorder robbed many residents of sleep and left them fearful of leaving their homes.

In response to this prolonged disturbance, Gloucester City Council secured a full closure order for the basement flat, barring anyone except emergency services and the landlord from entering. This closure, now in place for three months, aims to protect vulnerable residents and restore a sense of safety to the neighbourhood.

PC Jon Hemming of Gloucestershire Police highlighted the importance of the order, stating, “This is the result of nearly two years of joint efforts and represents a crucial step to protect residents and bring peace back to the area.” Joe Mullis, a solace officer at the council, emphasized that the closure sends a strong message: anti-social behaviour will not be tolerated.

Residents are encouraged to report any violations of the closure order immediately to Gloucestershire Police, as breaches could lead to arrest. This collaborative approach aims to maintain safety, security, and respect within the Gloucester community.
