Cheltenham residents have endured several weeks of dust settling on their homes and gardens, traced to earth-moving activities at a nearby construction site during the recent heatwave. The site at The Folley in Swindon Village, where 122 homes are being developed on a former playing field, has prompted multiple complaints.
In response, Cheltenham Borough Council’s environmental protection team issued an abatement notice to the developer, EG Carter & Co Ltd, on July 14. The notice mandates that all dust-producing work must halt unless effective dust control measures are firmly in place. Failure to comply may result in further enforcement.
Councillor Richard Lawler, representing Swindon Village, worked closely with residents to document dust emissions through photos and videos, which were shared with the council. Despite site visits and the introduction of additional water spraying equipment, residents reported ongoing dust problems.

Councillor Jamie Jamieson, cabinet member for safety and communities, acknowledged the challenges posed by the prolonged hot, dry weather but confirmed that subsequent visits showed a significant reduction in dust after enforcement measures were implemented. The council continues to monitor the site and provide guidance to the developers.
EG Carter & Co Ltd, contracted by Aster Homes for the development, emphasized their commitment to dust suppression and open communication with the community. They reported employing several mitigation strategies, including extensive damping down, water bowsers, road sweeping, misting equipment, and revised construction methods. These efforts exceed the requirements of their approved construction management plan.
The company expressed regret for any disruption caused and denied allegations of negligence or disregard for the local community, highlighting ongoing cooperation with Cheltenham Borough Council’s environmental health team. The Folley development is poised to deliver 122 affordable homes along with public green spaces, community parks, and play areas, benefiting existing and future residents. Additionally, the project supports the local economy by providing employment, apprenticeships, and training opportunities.
