Cheltenham residents have faced persistent dust problems originating from a nearby construction site during the recent heatwave. The Folley development in Swindon Village, where 122 new homes are being built on a former playing field, has generated significant dust due to earth-moving activities amid hot and dry weather conditions.
Following multiple complaints, Cheltenham Borough Council’s environmental protection team investigated the issue. Despite the developer’s efforts, including water spraying and other dust control measures, residents reported ongoing dust settling on their properties and gardens. In response, the council issued an abatement notice on July 14, requiring the builder to halt any work that produces visible dust unless effective mitigation practices are in place. Non-compliance could lead to further enforcement.
Local Councillor Richard Lawler, who collected evidence from affected residents, expressed disappointment that the dust problem persisted for weeks. He praised residents for their cooperation and the environmental health officers for their diligence before taking formal action.

Councillor Jamie Jamieson, cabinet member for safety and communities, confirmed that dust emissions have been monitored at The Folley and other sites. He acknowledged the challenges posed by the hot weather and highlighted that follow-up visits showed significant improvements after the notice was served. Continuous monitoring is planned to ensure dust control remains effective.
E G Carter & Co Ltd, the contractor working on behalf of Aster Homes, explained they encountered an unusually prolonged heatwave during early development stages and have implemented extensive dust suppression measures. These include regular damping down, water bowsers, misting equipment, road sweeping, and revised construction methods. They assert that their actions meet—and even exceed—the requirements set out in the approved construction management plan.
The company emphasized ongoing collaboration with the council’s environmental health team and good communication with local residents and Gardners Lane Primary School, which has been noticeably affected. They also stressed their commitment to minimizing disruption while delivering affordable housing and community facilities, supporting the local economy through employment and apprenticeship opportunities.
Strongly denying any negligence or regulatory breaches, E G Carter & Co Ltd reaffirmed they have consistently acted responsibly and complied with all relevant controls, working closely with authorities to ensure appropriate dust mitigation.
