Drivers Warned About the ‘Blank’ Red Circle Road Sign Under the Highway Code

Drivers are being cautioned to pay close attention to a plain red circle road sign featuring an empty white center—a sign that enforces a strict no-entry rule for all vehicles. According to the official Highway Code, this sign indicates that no vehicles are allowed beyond the point where it’s displayed.

Mandy Roscoe, a signage expert at Carrick Signs, explains that misinterpreting this seemingly simple sign can cause problems, particularly in sensitive areas such as school streets, low-emission zones, and bus-only routes. Unfortunately, many drivers fail to grasp its full meaning and end up facing fines and penalty points.

“Drivers often assume a plain red circle means the sign is inactive, faded, or applies only to certain vehicle types," Roscoe said. “However, entering restricted zones marked by this sign can result in instant penalty notices. Poor visibility in autumn months due to rain, mist, or darkness further reduces reaction time, making it harder to spot additional exemption plates.”

This red circle applies universally to all motor vehicles, including cars, motorcycles, and vans. Sometimes it even extends to other vehicles like horse-drawn carriages, though local signage will clarify any exceptions. The blank center is intentional; rather than showing specific symbols, the sign’s simplicity signifies a total prohibition on all vehicle types.

Common uses of this sign include stopping vehicles from entering sensitive zones such as pedestrian areas, environmental restrictions, or bus-only roads. The Department for Transport opts for this uncomplicated design so drivers can instantly recognize the broad restriction without confusion.

Ignoring this sign can be costly. Transport for London collected £89.3 million in red route fines during 2023-24 alone—a 57% increase over five years. In Manchester, on-street penalty charges raised £6.85 million with over 213,000 penalty charge notices issued in the same period. Fines typically range from £60 to £130 depending on local authorities, and enforcement relies heavily on ANPR and CCTV technology, making violations difficult to dispute.

To avoid unnecessary fines, Mandy Roscoe advises drivers to:
