One user pointed out subtle clues from the episode: “The new ‘Doctor’ looked around, surprised, before greeting the surroundings. How could she instantly recognize Rose’s face without seeing herself or speaking?” They theorized that perhaps the TARDIS itself has taken on a physical form, using Rose’s face because she was the last person to connect deeply with the TARDIS’s heart.
