‘Declining’ Gloucester area set to be transformed with new food hall and market

Plans have been formally submitted to transform a “underutilised” section of Gloucester’s city centre, centred on Eastgate Shopping Centre, with the introduction of a new food hall and a relocated market. Gloucester City Council has applied for a change of use and internal refurbishment of vacant retail units in the southern sector of Eastgate Shopping Centre, as well as parts of the adjacent pavilion and the former bowling green area. The site has been described in planning documents as having been “vacant and underutilised for a prolonged period, falling into a poor state of repair”.

The proposals include adapting the ground floor of the shopping centre to accommodate the relocated Gloucester Market alongside a contemporary food hall, aimed at attracting both residents and visitors. External enhancements feature new pedestrian access points, replacement glazing, refurbishment of the pavilion, and landscaping improvements to the surrounding public realm, including works to Greyfriars Green and alterations to Addison’s Folly. Additional infrastructure, access improvements, servicing facilities, and ancillary works are also planned.

In June, it was revealed that the new indoor market could open as early as spring 2027, forming part of the council’s broader Greyfriars project. This initiative also includes developing a dynamic arts and performance venue with seating capacity for up to 450 and standing room for 600 spectators.

Detailed plans and CGI renderings included in the application illustrate the vision for the revitalised area. The design statement highlights that the Greyfriars Quarter currently suffers from declining commercial activity and concerns over anti-social behaviour, centred around the ageing Market Hall. Positioned between key heritage landmarks such as the Museum of Gloucester and St Mary de Crypt Church, the area holds considerable potential for enhancement.

The existing Market Hall will be refurbished and repurposed into a versatile arts and cultural venue. The proximity of vacant retail space in Eastgate Shopping Centre offers an opportunity to create a vibrant market/food hall concept, deepening the connection between the shopping centre, cultural amenities, and public open spaces. This aims to breathe new life into this section of the city centre.

Most modifications maintain the current building footprint, focusing on internal alterations and refurbishments. A new coffee kiosk is proposed within the former bowling green pavilion to complement the food hall offerings.

New and improved pedestrian entrances will increase accessibility, while landscaping around Greyfriars Green will enhance the public environment. Measures to protect building fabric, such as anti-climb fencing on the shopping centre roof, are also proposed. The refurbished frontage is expected to encourage greater use of Greyfriars Green and support the building’s continued use and conservation in the long term.

Within the wider Greyfriars Scheme, Addison’s Folly will undergo partial refurbishment and removal of inappropriate elements. The council intends to collaborate with Historic England and English Heritage to improve the appearance and context of Greyfriars House and the Monument.

While a determination deadline of Wednesday, 21 October has been set for the food hall application, the decision timeline remains uncertain. The council’s vision seeks to revitalise this part of Gloucester, enhancing its appeal as a cultural, commercial, and community hub.
