Matthew Lewis, 48, currently with no fixed address, has been served with an anti-social behaviour injunction (ASBI) by Cheltenham and Gloucester County Court, following reports of anti-social behaviour and violence in Gloucester. The injunction prohibits Lewis from entering designated areas in the city and from returning to any property from which he has been asked to leave.
Gloucester City Council, which applied for the order, stated that numerous residents from several housing providers, as well as members of the public, had been left “living in fear” due to Lewis’s conduct. The court granted the injunction with a power of arrest attached, effective until 13 August 2027.
Josh Griffiths, the city engagement officer for Gloucester City Council, commented: “Lewis’ behaviour has caused significant harm to those entitled to feel safe in their own homes. We work in partnership with multiple agencies to reduce anti-social behaviour throughout the city.”

Claire Long, community safety and enforcement manager at Gloucester City Homes, added: “This ASBI is an important legal measure to restrict Lewis’s behaviour, providing much-needed relief for residents and the wider community. It also sends a firm message that such conduct will not be tolerated by the police and partner agencies.”
The public is urged to report any breaches of the injunction by Lewis to the police, calling 101 or 999 in cases of immediate danger. Residents living in managed housing are encouraged to continue reporting anti-social behaviour to their housing providers or to the city council if their property is privately owned or occupied.
