Concerns Raised Over Plans to Convert Family Home into 10-Person HMO Near Kingsholm Stadium

Plans to transform a vacant family home at 17 Kingsholm Road, near Gloucester Rugby’s Kingsholm Stadium, into a 10-person house in multiple occupation (HMO) have sparked community concerns over parking shortages and potential noise disruptions.

Kris Smith has submitted an application to Gloucester City Council proposing to convert the three-story, five-bedroom 1800s property into an eight-bedroom HMO accommodating ten occupants. The renovation includes updating the rear two-story section, applying render to match the existing facade, and installing slim profile UPVC sash-style windows.

Consultants involved with the project emphasize that the renovation will create spacious, modern bedrooms with ensuite showers meeting all HMO licensing standards. The communal kitchen on the ground floor will be well-equipped to serve all tenants. They add that the project will enhance the property’s appearance, promote independent living among young individuals, and boost local economic activity.

Using the council’s HMO register, the team noted there are only three other HMOs within a 100-meter radius, suggesting limited concentration in the immediate area. Each bedroom significantly exceeds the minimum 6.51 square meters required for sleeping accommodation, with several rooms large enough to house two occupants comfortably.

However, residents have voiced strong objections. One local neighbor highlighted that existing parking in the area is already challenging, and the proposed parking provisions at the rear of the property are insufficient for up to ten residents. They also expressed concerns about increased noise levels disrupting the community ambiance, especially considering the steep rise in occupancy for the formerly family-sized home.

Community members have until June 9 to submit their comments on application 25/00316/FUL via Gloucester City Council’s online planning portal.
