Cheltenham’s £1bn Golden Valley Cyber Campus Moves into Construction Phase

Construction has officially commenced on the first phase of Cheltenham’s ambitious £1 billion Golden Valley development—a cutting-edge cyber and technology campus adjacent to GCHQ in West Cheltenham.

Spanning up to 200 hectares, this landmark project aims to transform the area into a premier multi-purpose hub, centered around the Cyber Innovation Centre. When complete, Golden Valley is projected to generate 12,000 new jobs, boost Gloucestershire’s technology sector output to £2.7 billion, and stimulate an additional £151 million in local economic activity. The development will also deliver approximately 1,000 new homes for the community, with 32% designated as affordable housing.

Following detailed plans submitted earlier this year, the construction milestone ushers in a new era for Cheltenham and the wider region. The development promises new workspaces, employment opportunities, homes, green spaces, skills training, and vital community infrastructure.

Cheltenham Borough Council and development partner HBD, a Henry Boot company, confirmed that work is underway with Bowmer + Kirkland appointed as the main contractor for phase one.

Building on Gloucestershire’s 70-year legacy in intelligence and national security, Golden Valley will cement the county’s role as a leading UK hub for cybersecurity, AI, secure communications, and defence technology.

Phase one includes the IDEA Innovation Centre, which is already 68% reserved and slated for completion in early 2028. IDEA will foster UK cyber and defence innovation in line with the Government’s Modern Industrial Strategy by bringing together government agencies, academia, and growing companies. The centre will house an integrated Skills Hub offering training programmes and career guidance.

Additionally, the first phase features ROUTER, a sustainable transport hub designed to promote active travel within Golden Valley. ROUTER will provide cycling facilities, e-bike charging stations, real-time transport updates, 453 parking spaces, plus retail and leisure amenities benefiting both residents and workers.

Sustainability is a core focus: IDEA is designed to be 50% more energy efficient than conventional office spaces, cutting annual carbon emissions by around 200 tonnes. Moreover, 60% of the overall campus will be dedicated to open green spaces.

The broader Garden Community vision for Golden Valley also includes eco-friendly homes, employment zones, a new primary school, and diverse amenities enhancing local quality of life.

HBD Managing Director Hamer Boot said, “Turning Golden Valley into a live construction site marks a major milestone and highlights the strong partnership between public and private sectors. This first phase will deliver new workspaces, employment, and infrastructure crucial to fostering innovation and growth.”

Councillor Rowena Hay, leader of Cheltenham Borough Council, added, “This project is nationally significant, but its benefits will be deeply local—creating jobs, affordable homes, school initiatives, and skills partnerships to help people across Gloucestershire build futures in technology and innovation.”

Dr Marsha Quallo-Wright, GCHQ Director of Technology Futures, emphasized the collaboration, stating, “Golden Valley’s progress enables us to work with academia and industry to tackle emerging security challenges, drive innovation, and grow the region’s capabilities. These partnerships are key to safeguarding the UK’s future.”

Bowmer + Kirkland’s Construction Director Stuart Fanshaw noted, “Golden Valley is a strategic development setting the standard for future phases. IDEA and ROUTER lay the groundwork for growth both onsite and beyond, offering exciting opportunities for skills development and supply chain engagement.”
