Gloucestershire County Council has confirmed new parking and waiting restrictions for Cheltenham’s Zone 15, covering parts of GL52. These changes are set out in a Variation Order which updates the original 2017 traffic order and come into effect from 9 September 2026.
The Variation Order introduces weekday Permit Parking Areas, alongside limited waiting and no waiting zones on various residential streets in and around Hales Road. It also establishes special event-day controls linked to Cheltenham Town Football Club matches.
Permit Parking Areas will primarily operate Monday to Friday, between 9 am and 5 pm, although specific bays may have different conditions as indicated by signage. Key roads affected include Sydenham Road North, Sydenham Villas Road, Upper Park Street, Victoria Terrace, Westbourne Drive, Westdown Gardens, Winstonian Road and Tom Price Close.

In addition to the revised restrictions, the order incorporates definitions for Cheltenham Town Football Club Event Days. On these days, which apply when the club schedules qualifying matches or events and provides prior notification to the council, additional waiting and permit controls come into force. For example, Westbourne Drive will have extra restrictions during these times. Local signage and official announcements will communicate when these event-day controls are active.
The order also revokes previous Zone 15 regulations in sections of Carlton Street, Hewlett Road, Oak Manor Drive, Eldon Road, Eldon Avenue and Beechurst Avenue. Previously, these locations operated permit and limited waiting controls from Monday to Sunday, 8 am to 8 pm, which are now replaced or removed under the new scheme.
Residents, visitors and local businesses are encouraged to examine the detailed plans and statement of reasons to understand the full extent of the changes. These documents, along with the original 2017 order and sealed plans, are available for inspection during normal hours at The Map Room, Shire Hall, Westgate Street, Gloucester GL1 2TG, and at Cheltenham Borough Council Municipal Offices, Promenade, Cheltenham GL50 9SA. Those who believe they may be adversely affected or wish to raise concerns are advised to contact the council’s highways team for clarification. If anyone wishes to challenge the legality of the order under the Road Traffic Regulation Act 1984, they must apply to the High Court within six weeks from the date the order was made, which is 17 September 2026.
