Victor Valentine, 29, from St Paul’s in Cheltenham, has been issued a five-year Sexual Harm Prevention Order (SHPO) by Cheltenham Magistrates' Court. The order was granted on Monday, 24 August, despite Valentine not having any prior sexual offence convictions.
The court was informed that Valentine identifies as a misogynist and is a member of an online incel group. He has a documented history of unprovoked violence towards women in public areas and has repeatedly violated conditions of previous civil orders imposed upon him.
A Sexual Harm Prevention Order is intended to protect the public by restricting the behaviour of individuals considered a potential risk to sexual safety. Under the terms of this order, Valentine is banned from using any computer or internet-capable device unless specific conditions are met.

Additionally, the order prohibits him from owning or possessing more than one internet-enabled device at any time and from maintaining any registered guest or alias accounts on certain incel websites or any online platforms that promote incel-related ideologies. Valentine is also forbidden from entering, using, or loitering near female public toilets, changing rooms, or women-only spaces for any purpose.
The SHPO will remain in effect until 25 August 2031, with breaches of any terms potentially resulting in arrest and a maximum prison sentence of five years.
Detective Sergeant Paul Howell of the Public Protection Unit commented: “Valentine is well-known for his misogynistic hostility and violent behaviour towards women, and we are pleased this SHPO has been secured to help protect our community.
“Although he has no convictions for sexual offences, this preventative measure aims to keep women and girls safe in Gloucestershire. It also allows the police to monitor his activity and reduce the risk of further offending.
“Addressing violence against women and girls remains a key priority for Gloucestershire Constabulary, and we are committed to preventing crimes, holding offenders accountable, and ensuring public safety.”
