Brabazon and the West Innovation Arc: Government Unveils Ambitious 40,000-Home New Town Plan

The UK government has announced an ambitious plan to build seven new towns across the country, including a major development in South Gloucestershire known as Brabazon and the West Innovation Arc, which will feature up to 40,000 new homes.

This initiative is touted as the most ambitious housebuilding programme in fifty years, with final locations to be confirmed by late 2026. Other key sites include Thamesmead in Greenwich with up to 15,000 homes, Milton Keynes in Buckinghamshire with up to 40,000 homes, and several others across Bedfordshire, Enfield, West Yorkshire, and Greater Manchester.

Prime Minister Sir Keir Starmer has pledged to break ground on these new towns by 2029, aiming to significantly relieve the UK’s housing shortage. In 2025, the government committed that at least 40% of the homes will be affordable, including social housing.

Drawing inspiration from the post-war housing legacy of the 1945 Labour government, the Labour Party’s manifesto promises a new generation of towns designed to offer affordable homes, comprehensive local infrastructure, and vibrant job markets. Proposed names for some new towns include Attleeton, named after former Prime Minister Clement Attlee, and Elizabethtown, honoring the late Queen Elizabeth II, though no final decisions have been made.

Housing Secretary Steve Reed emphasized the focus on creating well-rounded communities: “People want real change – homes they can afford, local infrastructure that works, and good jobs in thriving communities. Our next generation of new towns marks a turning point in how we build for the future.”

Chancellor Rachel Reeves highlighted the need for planning reform, stating that the current system has long hindered housing development and driven up costs: “Two years ago, I promised that we would grasp the nettle of planning reform. Now, we’re planning to build a new generation of new towns, opening up the expansion of our most dynamic cities and raising new communities.”

The full list of proposed developments includes:

  • Brabazon and the West Innovation Arc, South Gloucestershire — up to 40,000 homes
  • Milton Keynes, Buckinghamshire — up to 40,000 homes
  • Tempsford, Bedfordshire — up to 40,000 homes
  • Crews Hill and Chase Park, Enfield — up to 21,000 homes
  • Leeds South Bank, West Yorkshire — up to 20,000 homes
  • Manchester Victoria North, Greater Manchester — up to 15,000 homes
  • Thamesmead, Greenwich — up to 15,000 homes

This bold strategy aims to provide not just housing, but entire communities designed for modern living, including jobs, transportation, and green spaces, offering families greater security and opportunity.
