The power couple is believed to be finalizing the purchase of 58 acres on the edge of the village of Wigginton, where planning permission has been granted for a spectacular rural estate.

The land, currently marked by a derelict shack and an algae-covered lake, presents a unique opportunity for the construction of a bespoke mansion overlooking a tranquil lake—a prized setting in this quiet corner of Oxfordshire.

This development is only possible due to a special exemption under paragraph 80 of the National Planning Policy Framework (NPPF), granted by Cherwell District Council in 2021. Often referred to as the ‘paragraph 80 clause,’ it permits the erection of architecturally significant buildings in locations where traditional planning permission would typically be denied. The clause demands considerable investment and a strong architectural vision, which has earned it the nickname ‘rich person clause.’

Initially marketed for £7.5 million, the 18-acre site includes approval to build a large contemporary residence featuring seven bedrooms, seven reception rooms, and seven bathrooms. The home’s design boasts a cantilevered structure projecting over the lake, offering stunning views and expansive, light-filled interiors.

Designed by Seymour-Smith Architects, this project is notable for its 100% success rate in securing planning consent under paragraph 80 and its predecessors. The architects describe the home as a flexible, multi-generational space with three linked but self-contained living areas, allowing family members to live independently yet together—promoting care and connection across generations.

Though the village of Wigginton lacks shops or pubs, its serene charm and community spirit have attracted attention from locals. Some residents express concerns about the potential rise in property prices and increased traffic, particularly from limousines and paparazzi drawn by the couple’s celebrity status. However, others welcome the arrival of Beyoncé and Jay-Z, hoping it brings greater diversity and recognition to the area.

As the sale approaches completion, all eyes remain on this transformative project that merges architectural innovation with celebrity allure in one of England’s most picturesque villages.
